Portland Public Schools faces a renewed challenge in retaining students as the 2026-27 academic year begins. The district reported a total enrollment of 41,451 students for the coming year. This figure represents a 2.7 percent decrease from the 42,622 students enrolled in the previous year.

The decline follows a period of unexpected growth in kindergarten registration during the prior school year. District officials had previously cited that uptick as a sign of renewed family confidence. However, current data shows kindergarten enrollment has slipped by more than 100 students. The count dropped from 2,919 in the 2025-26 school year to 2,807 for the current term.

These actual figures fall short of projections made by Portland State University’s Population Research Center. Researchers had forecast a medium growth scenario that would result in 41,921 enrolled students. They also predicted the district would see 50 more kindergartners than the previous year. The final count is lower than both of these estimates.

The enrollment drop intersects with an ongoing debate regarding school consolidation. District leaders have identified declining numbers as a primary factor behind two proposed plans, known as Scenario A and Scenario B. These proposals would see the closure of 14 and 11 schools, respectively.

School board member Stephanie Engelsman raised concerns about the consolidation process in September. She noted that parents reported large class sizes and expressed worry that closing schools might drive more families away. At that time, she highlighted the previous year's kindergarten increase as momentum the district should preserve.

Richard Smith, the district’s senior director of data and accountability, described the preliminary forecasts as unoptimistic. Speaking on September 15, he stated that the district is below projected and staffed levels. Smith acknowledged that the enrollment decline is a sobering reality that has not stopped.

Parents at schools targeted for closure have questioned the accuracy of the projections. Some noted that their specific schools enrolled a few dozen more students than forecasts predicted. The district did not respond to requests for comment regarding the new figures or whether the variance between forecasts and actual counts would impact the superintendent’s final recommendations on school closures.
