Maksym Kozytskyi, head of the Lviv Oblast Military Administration, wrote to Wojciech Saługa, Marshal of Poland's Silesian Voivodeship, to clarify the legal status of a recent local decision. The letter states that the measure designating 2027 as the Year of the Ukrainian Insurgent Army is not currently in force because it has not been signed.

Kozytskyi directly addressed the question in his correspondence with Saługa. "I would like to inform you that the resolution of the Lviv Oblast Council referred to in your letter has not yet been signed and has not come into force," Kozytskyi wrote. He added that he believes decisions made by authorities at all levels must align with Ukraine's foreign policy interests and maintain good relations with the Republic of Poland.

The Ukrainian official acknowledged the sensitivity of remembrance issues for both nations. He stated that such matters require discussion grounded in mutual respect, openness, and a willingness to understand one another. Kozytskyi also referenced the long-standing partnership between Lviv Oblast and the Silesian Voivodeship, thanking the Polish region for its support during Russia's aggression.

The letter follows a vote held on 20 October by the Lviv Oblast Council. The body voted to designate 2027 as the Year of the UPA, as well as the year of commanders-in-chief Roman Shukhevych and Oleh Olzhych. The UPA was a nationalist paramilitary organization that fought for Ukrainian independence during and after World War II. Polish officials criticized the move shortly after the vote.

Polish Prime Minister Donald Tusk indicated that Ukrainian President Volodymyr Zelenskyy does not support further steps by the Lviv Oblast Council toward declaring 2027 the year of the UPA and Roman Shukhevych. Meanwhile, Łukasz Gibała, the new mayor of Kraków, has proposed suspending the city's partnership with Lviv in response to the council's decision. The Polish Press Agency reported the contents of the letter, citing the Chancellery of the Marshal of the Silesian Voivodeship.
