Exit polls have long served as the primary tool for analyzing voter behavior on Election Day. That model is breaking down as the majority of ballots are now cast before November 4.

The National Election Polls Association announced a complete redesign of its methodology this week. The new system will separate early voters from those who vote on Election Day. This change aims to fix a growing bias in the data. Early voters often differ demographically from those who wait until the last day to vote.

In 2016, only 40 percent of ballots were cast early. By 2024, that figure had risen to 65 percent. The association’s director, Sarah Jenkins, stated that the old method no longer captured the true makeup of the electorate. She noted that the previous system treated all voters as if they arrived at the same polling place at the same time.

The new process begins with a survey of voters who have already submitted their ballots. The association will use administrative data to identify these individuals. This group will be polled via phone and online panels. On Election Day, interviewers will remain at polling stations to capture the remaining voters. The two datasets will then be merged to create a final projection.

This approach requires a massive increase in staff. The association has hired 200 additional pollsters. Training for these workers began in October. They will be deployed to 1,500 locations across the country. The goal is to ensure that the sample size for early voters matches the sample size for Election Day voters.

The first results under this new system will be released at 8 p.m. Eastern Time on November 4. The association will publish a preliminary report by 10 p.m. A full analysis with demographic breakdowns will follow the next morning.

Jenkins said the new method provides a clearer picture of who is voting. She emphasized that accuracy is the top priority. The association will release the raw data for independent verification. This transparency is intended to address concerns about the reliability of exit poll data in recent cycles.
